TWIN CITY AREA LABOR MANAGEMENT COUNCIL'S HISTORY

The Twin City Area Labor Management Council (TCALMC) began with the former Mayor of Minneapolis Donald Fraser. Prompted by several high profile strikes, Mayor Fraser was interested in improving the overall labor management relationships for the City of Minneapolis. He began exploring what a labor management council could do for the City and community relationships. After doing research and reviewing other models, particularly the Jamestown Labor Management Council in Jamestown, New York, it was decided to organize a Minneapolis labor management council, which later became the TCALMC.

With the help of Fraser and a group of representatives from government, management, labor and staff of the Federal Mediation and Conciliation Service, the possible formation of a council was on its way. A steering committee from this group worked informally for two years, and the Council was incorporated in January 1984 as the Greater Minneapolis Labor Management Council, Inc. This committee consisted of:

  • Howard Christiansen, Northwestern Bell

  • Jim Orange, City of Minneapolis Grant Writer

With cooperative efforts between the Mayors of St. Paul and Minneapolis, and the promise of financial support from both major cities, the Council changed its name to the Twin City Area Labor Management Council, Inc., in June 1986.

The promotion of positive, cooperative labor management relations was the priority from the beginning, with education a top concern. In 1984, the Council received approximately $20,000.00 from Honeywell and $3,000.00 from the U.S. Department of Labor to sponsor its first program. Subsequently, the Council secured a FMCS grant in 1985 in the amount of $9,759.00 to intensify its efforts. Over three years, the FMCS funding exceeded $80,000.00. In 1986, new legislative funding was developed through the office of Cooperative Programs with the Minnesota Bureau of Mediation Services. The TCALMC received $22,345.00 in 1986. This program is still active today and the Council continues to receive annual funding as a State dollar-for-dollar matching grant. The Council has received over $1,002,000.00 dollars through this program to-date.

The Council's offices were first located in Minneapolis City Hall and then in 1985 moved to the University of Minnesota's Industrial Relations Department. It has been the Council's privilege to still be housed on the University campus to this day.

The TCALMC's staff has been instrumental in planning, organizing and implementing numerous programs since its inception. The key employees include:

The Council's Executive Board of Directors consists of an equal number of management representatives and labor representatives who serve a two-year term on the Board. Both sides elect a representative to act as Co-chairs of the Executive Board. The Community Representatives and Advisors are appointed by both management and labor representatives. The following are those representatives elected as officers:

Several well attended conferences and training sessions focused on the Council's goals, and instruction manuals on employee involvement, information sharing, problem solving and the team approach were published. The Council has continued to promote labor management collaboration in the Twin Cities area since 1984.
